In the last year or two many writers and researchers have been trying to correct the common perception that young people do not care about privacy. While the public may finally be getting the message that teenagers do value their privacy – as they define it – the idea that younger children have any personal information worth protecting is still a new one. Certainly, most people would probably be surprised to learn how early children are starting to surf the Net: the average age at which children began to use the Internet dropped from age 10 in 2002 to age four in 2009 (Findahl, Olle, Preschoolers and the Internet, Presented at the EU-kids online conference, London, June 11, 2009); and, thanks to the iPhone and iPad, that number has probably dropped even lower.
Snapchat, the mobile app that lets users send “self-destructing” photos, has the distinction of being the only digital tool that does not have a single redeeming feature. While the moral panic associated with blogs, cell phones, social networks and online games has largely faded in grudging recognition of their more positive uses (indeed, research shows that many parents have actually helped their children lie about their age register for Facebook accounts), Snapchat is seen as the Q-tip of the digital age: its sole function is to do the thing that you’re warned not to do on the box.
Do young people care about privacy? Participants in MediaSmarts’ 2012 focus groups told us that they valued their privacy highly, despite being enthusiastic participants in platforms and activities that adults see as being about nothing but sharing and broadcasting. Looking at the findings from our Young Canadians in a Wired World survey of more than five thousand students from every province and territory in Canada, we can begin to understand that contradiction: young people may not care that much about what we think of as privacy, but they care very much about control – control over who can see what they post, over who can track them digitally and, most especially, over how other people see them.
The Internet provides marketers with many opportunities to elicit personal information from children. Kids love playing on the Web, and commercial sites for children are continually ranked as top online destinations.
Many preschoolers are already active computer users. According to a 2012 Ofcom report, one-third of children ages 3-4 access the Internet using a computer, while a 2011 survey by Common Sense Media found that roughly the same number have used mobile devices such as smartphones and tablets. While children at this age have a limited attention span for online activities, Internet images and sounds can stimulate their imaginations and add to their experiences.
Information privacy is an important policy and social consideration.
The word surveillance comes from the French verb “surveiller”, which, when translated, means “to watch over”.  Sociologist and surveillance scholar David Lyon defines surveillance as “any collection and processing of personal data, whether identifiable or not, for the purposes of influencing or managing those whose data have been garnered”.  Increasingly, information gathering and surveillance technologies are becoming more and more common as part of everyday life and routines. 
Children and youth who use the Internet are highly attuned to surveillance practices.  Research conducted by MediaSmarts demonstrates that for young Canadians surveillance is part of everyday life. While youth once considered the Internet to be a private space where they and their peers could play, communicate, and experiment, these attitudes have largely disappeared: on the contrary, youth now regard the Internet as a completely monitored space.  This surveillance of youth is primarily conducted by parents, teachers/schools, and corporations.
Children and youth are a huge potential market for corporations.
